Swamp Cooler vs. Refrigerated Air in Albuquerque: The Real Running Costs

Every July, somewhere in Albuquerque, a homeowner stands under a hall register pushing damp 80 degree air and decides it is time for refrigerated air. Every HVAC company in the metro is glad to help, because a conversion is a $6,000 to $15,000 ticket and a swamp cooler pump is $150 to $400. That incentive shapes a lot of the advice people get in monsoon season. This post is the version without the incentive: what each system costs to run on PNM’s actual published tariff, what each costs to buy, and which houses in this metro belong on which side of the line.

Why coolers work here

Albuquerque’s civic elevation is 5,312 feet, and the city runs from about 4,900 feet at the river to over 6,700 in the foothills. The 1991-2020 normals at the Sunport put the July high at 91 degrees and the low at 67, June at 90 and 62, August at 89 and 65. The city sees 64 days a year at 90 or hotter, only 8.84 inches of precipitation a year, and 3,415 hours of sunshine. Hot, thin, dry air.

An evaporative cooler pulls that air through wet pads and evaporates water into it, which is why it only works in dry air. University of Arizona researchers Arunima Chatterjee and Melanie Lenart, writing in Southwest Hydrology, found that a modern cooler at 85 percent efficiency can take 100 degree air down to about 68 degrees, and a 75 percent unit down to about 75. They also measured the electricity: air conditioners generally use two to four times more than swamp coolers. For a 2,000 square foot house, the cooler used as little as 250 kilowatt-hours in an average month and the air conditioner about 850.

Why coolers stop working in July

The North American monsoon reaches New Mexico in early July, and Albuquerque’s monsoon season runs into early September. July’s 1.64 inches is the Sunport’s wettest normal month. The same researchers state the limit in one sentence: when outside air is already moist, the effectiveness of swamp coolers is limited. The cooler is not broken on a storm afternoon. It is out of dry air. It comes back after dark, after the storm, and for good in September, when the Sunport’s normal high drops to 83 and the humidity leaves.

The cooler also adds humidity to the house every day it runs, needs a window open, and by the Arizona measurements uses roughly 145 to 150 gallons of water a day on low for a 4,500 CFM unit, about 4,500 gallons a month. It needs a start-up every April and a shutdown every October. Refrigerated air holds a set temperature regardless of humidity, dehumidifies, runs sealed, and needs no seasonal labor.

The electricity math on PNM’s tariff

PNM’s residential Rate 1A (27th revised) is public. It bills a customer charge of $11.93 a month and then energy in blocks. In the summer billing months, which the tariff defines as June, July, and August:

All of it is subject to the fuel and purchased power cost adjustment under Rider 23 and to gross receipts tax, which apply equally to either system and are left out below.

Now put the University of Arizona load figures through those blocks. Assume the household’s other usage already fills the first 450 kilowatt-hour block, which is typical for a family in a 2,000 square foot house.

Swamp cooler, 250 kWh a month. All of it lands in the second block at $0.1486546. That is about $37 a month for the cooling load.

Central refrigerated air, 850 kWh a month. The first 450 lands in the second block at $0.1486546, about $67. The remaining 400 pushes into the third block at $0.1994661, about $80. That is about $147 a month.

The gap is roughly $110 a month across June, July, and August, so about $330 for the summer billing months, before the fuel adjustment and taxes that apply to both. In September, a non-summer month on the tariff, the blocks drop to $0.1282683 and $0.1701214 and the gap narrows, but the cooler is also back at full effectiveness in September’s dry air.

A smaller house with a smaller cooler pulls the cooler’s number down further. A bigger house with a 4 or 5 ton condenser pushes the air conditioner’s number up. The ratio holds either way: the cooler wins the electric bill every month it runs.

What the cooler costs that the bill does not show

  • Water. About 4,500 gallons a month on low by the Arizona study. Whatever your water rate is, that is on the water bill.
  • Pads. Aspen at $80 to $200 a set every spring on Albuquerque’s hard water, which third-party compilations of the Water Authority’s 2024 zone reports put at about 8.2 grains per gallon. Rigid media at $300 to $700 every three to five seasons.
  • Seasonal visits. Start-up $120 to $250, shutdown $100 to $200, often packaged.
  • Wear parts. A pump every two or three summers at $150 to $400, a float now and then at $100 to $250, a motor eventually at $300 to $700.

Add it up honestly and a cooler’s annual cost, all in, is a few hundred dollars plus the electricity. Refrigerated air’s annual cost is the electricity plus a filter and an occasional service call. The cooler still wins on operating cost by a wide margin. What it loses is the monsoon weeks.

The swing in the central air number is ductwork. A cooler pushes air through a single down-duct into a hall register and uses open windows for return. Refrigerated air needs a supply run to every room and a return path. A 1975 Mossman-Gladden house in Highlands North or a 1998 two-story in Rio Rancho with a furnace and ducts to every room is a coil, a condenser, and electrical work. A 1930s Nob Hill bungalow or a flat-roofed adobe in the South Valley is a duct job first, and that is most of the $15,000.

Inside Albuquerque a conversion needs mechanical, electrical, and usually gas permits through the Planning Department’s Building Safety Division, each pulled by the licensed trade for that part. New Mexico’s Construction Industries Division licenses the cooler and HVAC work under the MM-3 and MM-98 classifications and the electrical under EE-98 or ER-1, so a conversion is a multi-license job by design.

The answer by house

Keep the cooler, or replace it with a new one, if it carries the household nine weeks out of twelve and the complaint is July. A new cooler at $1,500 to $4,000 is the cheaper machine to buy and to run, and a set of rigid media pads with a purge pump makes an old one feel new.

Add a mini-split and keep the cooler, if the house has no ducts and the monsoon weeks are the problem. A $3,500 to $8,000 head in the bedroom or the main room handles July and August, the cooler handles May, June, and September at $37 a month, and the house never gets the $12,000 duct job. This is the answer that fits the most houses in this metro and the one nobody sells.

Convert to central air, if the house already has furnace ducts to every room, if someone in it has a humidity-sensitive condition, if the cooler and the roof are both at end of life, or if it is a rental where the owner wants to meet the city’s 2025 cooling ordinance (O-59, habitable rooms at or below 80 degrees) without start-ups and shutdowns on multiple roofs.
